Puerto Peñasco—better known to Arizonans as Rocky Point—is in another significant construction cycle. The difference this time is variety: new beachfront towers are being joined by private residences, custom-home communities and larger master-planned developments.
Here are the major projects currently shaping the market.
Encántame Soleil — Playa Encanto
Encántame Soleil is one of the largest new beachfront projects in Rocky Point. It consists of three 24-story towers—Rendezvous, Jubilee and The Residence—with 318 condominiums planned. Rendezvous is operating, while Jubilee is expected to deliver in 2026.
The resort includes multiple pools, a lazy river, rooftop pools and Jacuzzis, fitness and spa facilities, restaurants and a planned 20,000-square-foot convention center.
The Residence is particularly interesting because it is planned as the project’s more exclusive residential-only component rather than another conventional vacation-rental tower.

Encántame Estates — Playa Encanto

Encántame Estates takes the development in a different direction. Instead of high-rise condominiums, it is a gated community of individual homes and homesites within the larger Encántame/Playa Encanto area.
The concept is aimed at buyers who want a detached residence and more privacy while remaining close to the beach and the growing Encántame resort complex.

Sonoran Star — Sandy Beach
Sonoran Star Resort is the newest major Sonoran Resorts project on Sandy Beach. Its master plan calls for five beachfront towers, with extensive pools, a lazy river, water park, private beach and other resort amenities.
Its main advantage is location. Sonoran Star provides a new-construction option within the established Sandy Beach resort corridor, close to central Rocky Point and Old Port.
Las Palomas Phase III — Sandy Beach
Las Palomas Beach & Golf Resort is expanding with Phase III, adding new residences to one of Rocky Point’s better-established beachfront resorts.
The distinction is straightforward: buyers are purchasing new construction within an existing resort environment rather than an entirely new development. Residents have access to the resort’s beach, pools, restaurants and golf facilities.
For buyers who place a premium on an established operating history, Phase III occupies an interesting position in the new-construction market.
Esmeralda Beach Resort — Sandy Beach
Esmeralda has one of Rocky Point’s more unusual development histories. The Sandy Beach luxury project originated during an earlier construction cycle, stalled, and was later revived.
Today it combines completed and occupied beachfront residences with continuing development. The developer describes the eventual project as 281 condominiums, including large penthouse residences.
That makes Esmeralda part established resort and part continuing development opportunity.

Islas del Mar
Islas del Mar is fundamentally different from Rocky Point’s traditional beachfront condominium developments.
Located northwest of central Puerto Peñasco, it is a large master-planned residential community combining homes, villas, lagoons, coastal property and golf. Residential areas include communities such as Vista Dorada, Vista Laguna, Eagle Village, Sanctuary, Costa Divina and Isla Conchilla.
For buyers looking beyond a traditional vacation condo, Islas del Mar represents Rocky Point’s movement toward larger-scale residential and second-home communities.
A Changing Rocky Point Market
Rocky Point’s new-construction market now offers three distinctly different products: beachfront resort condominiums such as Soleil and Sonoran Star, new residences within established resorts such as Las Palomas and Esmeralda, and lower-density residential communities such as Encántame Estates and Islas del Mar.
For Arizona buyers, that’s the important change. Rocky Point is gradually evolving from primarily a vacation-condo market into a broader luxury, second-home and residential destination.
